It has more to do with the fact that the russians employed far more snipers than anyone else. due to the type of war they were fighting against the Germans. A quick note on your first link there I'd like to point out Simo Hayha and Suko Kolkka are Finnish snipers a blue right facing swastika is a Finnish symbol and not the same as a Nazi one.

The soviets were at a huge advantage against the Germans in WWII. The Germans made the mistake of invading them. Most of the fighting would've taken place in incredibly harsh environments that the soviet snipers were already accustomed to. The German soldiers would've been sitting ducks. Even the German tanks, panzers which should've mopped the floor against the primative soviet tanks, would get torn to shreds when parts failed and they became easy targets.

Most of the Soviet snipers grew-up as kids from remote towns whose survival during winter is by hunting rabbits, reindeers, etc. for food. So, they've been used to handling shotguns and rifles at an early age, and it's true not only for boys but also for girls.

Soviet everything was by far better than that of any other country. Also, just about everything was invented in the Soviet Union, even though other countries got credit for it.
If you don't believe that, just ask any good Soviet. Boy ! he'll tell you, and tell you, and tell you.

Certainly if you are primarily functioning in defensive operations in urban environments you have many more targets of opportunity than a sniper lying in wait along a jungle trail. That said, they were unquestionably skilled and undeniably bold.

American fighting doctrine isn't settled around a lone person, but a group. Granted you USMC scout/snipers, but generally they are dedicated to recon missions.

They were operating inside their own country. Being familiar with the terrain is a HUGE advantage.
