Do you have the null hypothesis handy? It is kind of difficult to answer your question without that.

If I had to take a guess, I would go with the second one. You are presumably studying a subset of a population, because it is so difficult to study the entire population. So you would have framed your null hypothesis in terms of a sample proportion, not a population proportion. Also, "less" is more emphatic than "no less", and this seems more in line with how a hypothesis is formed.

I could be way off base here :)
