i had a folder with a video in it.. but i deleted the video now and all that is left is the folder which is empty and everytime i try to delete it.. it gives me this error cannot delete folder its being used by another person or Program and then it says close any programs that might be using it... is there anyway to delete this

if you stll cant delete it after restart go to MSDOS mode then type CD (folder path) like c:\>CD d:\ where your folder is on the d: root then type rd (folder name) like d:\>RD VID when vid is your folder name

Obviously there is some kind of process using the folder, or there could be a hidden file in it or something. Try rebooting your PC and trying deleting it again.

Boot up your pc in safe mode, ie. when it starts up press f8 three or four times and it goes into safe mode and then you can delete the folder as no programs are running in safe mode.

Restart system, try deleting again.
