i took 7 units of college last semester fall 2006. i paidout of pocket. but i Havent received any form from my school. does this mean i don't qualify? i live in california, i made about 20k in 2006 and I paid about 300 dollars for tuition alone.

I got my sons form two weeks ago. I am also in California. Call the College and ask if they have sent them out yet!

You need to call the financial aid office to see if there was a mistake.
Anyone can fill out a financial aid form so it may have been an oversite on their part that you did not receive a form. Did you file a FAFSA form? Everyone has to do that before the college will even consider you for further financial aid. When you file that form (it's Federal) and the college has information as to whether you will be receiving aid from the state then they decide whether you will receive grants or scholarships. Usually, scholarships are given on merit of academic achievement and grants are given for economic hardship. Make sure you've filed the FAFSA, talked to your financial aid office (make an appointment, it's always best to speak face to face) and then work to rectify the problem. I have my doubts as to whether they will give monies for last semester but it's possible they can help you with this semester even if you've already started.
If you're just talking about claiming it for taxes, you should use your tuition bill and receipts so you don't get audited. They aren't going to send you a form for deductions. Good luck.

Have you checked to see if the college website has a log-in that will give you the information? Mine does, under "online student services."

At the very least its a deduction, if its not a tax credit. If its only a deduction you should be able to just use your receipts for books and tuition.

Did you receive something from the school showing you received money back from the grant? You cannot deduct money you spent on things that was not qualified expenses and all your qualified expenses would show on your 1098T

Are you attending an eligible institution? Most are, but not all. Call the school and ask them why you didn't get a form.
