Usually, the sprinkles stick as soon as you put them on your cupcakes, but if I'm reading this correctly, you are having a problem with that. If that's the case, then I suggest putting the sprinkles into the frosting instead of sprinkling them just on the top.

When I decorate with sprinkles they seem to stick when the frosting is not set up/dried yet.

Sprinkles should stick on cup cakes once you sprinkle them on . If not just do a light dip.

dip the cucakes like ice craem cones into the sprinkles - or your icing is too hard and you should whip it or add a drop of milk- but not too much whipping or it could seperate.
