I think you mean "language" and not "languish." If you don't know what the later means, I'd suggest looking it up.

Anyway, the reason is simple. When you have to repeat yourself, it's because you aren't being understood via vocalizing alone. So, you supplement with visuals: moving your hands.

Well that depends if you learn through auditory means, visual means, or physical interaction.

If I have to repeat something to you, then I will perceive that you are not an auditory learner.(my communication skills could just be lousy too) I will then try to use some sort of visual representation to convey the message. This might involve using my body as a way to convey the message.

Some people just normally use hand gestures as a part of their communication process.

Sometimes people gesture more when they are more emphatic. If they are actually using fake sign language, it's generally an insult to the listener, since it implies that the reason the person didn't understand is because he/she is deaf.

If the person is not listening and the talker has to explain it more then twice, they will try to use extra gestures to insure understanding. It is frustration and trying to find another way to explain something.

I believe that it is a way to make the other people(person) feel stupid for not getting it the first two times

they may think that you are deaf, they may think that they are being funny, or they may just be ignorant
