yes animals cells hace cytoplasm, but not all plant cells do.
For example, sclerenchyma cells are dead at functional maturity and the cytoplasm is missing by the time the cell can begin to carry out its funciton. So they have cytoplasm at first, but then they loose it and still carry out very important functions for the plant. (By the way, these are meristematic cells.. in case you were wondering)
