This means that there is an issue with the O.S. (operating system) This could be from either a virus, spyware, a file or program that has corrupted the registry, or bad drivers.
What you can do, is press F8 key while the computer is booting up. If done right, you should see a boot menu. If this is windows XP, then choose "last known good configuration" if this doesnt work, then do the same thing over with the F8 key, and choose safe mode(with command prompt). If you can get into safe mode, you will have a black screen (cmd.exe) this is the command propmt, type in "CHKDSK" and hit enter, once done, restart, this should continue on restart, once compleate try to reboot normally. If this doesnt work, repeate F8 key, choose safe mode you can then go to start, all programs, acc. system tools, system restore. Pick a day that is at least a week or two before the issue started, or noticed issues with the system. You want it far enough back to fix the issue. If all these steps fail, consult IT support or take it to a service center.

Okay, when the computer is booting up, tap F8. This will give you a little text-menu. Select "Last known good configuration" using the arror keys and press enter.
This will then boot into windows using the last settings which worked, so should solve the problem!
