There's a Samsung Digimax AC503 camera available at the local store. Here are the specs:
-5.0 megapixel digital camera
-5X digital zoom
-2.0" TFT LCD monitor
-VGA 24fps move function (????)
-Special “effect” button
-PictBridge support

It has no optical zoom. Will it make a difference? Also, please explain the feature I've marked with multiple question marks. Is the megapixel enough for casual photography?

You need an optical zoom, A digital zoom merely crops your photo so it looks like a close up. and when you print it out it will be blocky.

VGA 24fps.. is for the movie mode and means 24 frames per second

I don't know what you are looking for in a camera, but megapixels are cheaper and cheaper these days. The camera is not all about megapixels, but you can get 7+ megapixels for fairly cheap these days.
5x digital is alright, but you need somehting with at least a small optical zoom or you will be VERY disappointed with the camera.
2.0" screen is about average, and is fine for the average user.
VGA 24fps is fine, some will do up to 30fps, which is about like full motion cameras.
Special effect button? Most of the new camera include alot of special effects, this is standard.
PictBridge support is only useful if you use PictBridge to get your pictures off the camera.
I would pass on this one.

most people need an optical zoom.
the 24 is the speed of the movie
alot of cameras only have a speed of 15
