she may be not ready at this time for love and at the same time she do not want to loose you. so she she asked for friendship. otherwise she could completely break-up.
So this is green signal. She may not be sure. so you should do something special for her.
One more thing...it also depends on ur future. I mean what r u currently doing, what r ur earnings. so that she wont be embarrased to tell her parents about you and her parents cant refuse.

if you think she loves you,even when she told she is considering you as her best friend,i think it is better you should also treat her as your best friend,otherwise complications will arise in both's life,its your love to her which says even though she says no,you think its an yes.you should congrats her for her openness and find someone suitable,you know there are many god had made some one special for you some where in this world,so till the right times wait,be happy.
