make the bar front and sides out of mdf,then buy some bamboo blinds (very cheap at Wmart) cut the blinds to fit and glue them to the bar. the back of the bar should be open and put a couple of shelves there for storage. cover the back opening with a cutain made of a piece of fabric with a bold tropical pattern on it.
for the bar top, get another piece of mdf and cut it into a kidney shape. paint it dark brown or staple a piece of jute or burlap fabric to it. drill a hole on each side and stick a tiki torch in them.
get a couple of cheap wooden barstools, paint them brown and upholster the seats in the same fabric as the curtain on the back of the bar. put some cotton batting or pieces of foam under the fabric for comfort. in the center of the bar front, attach one of those tiki ceremonial masks.

The chepest easiest way would be to find an old bureau or dresser that is at bar height. Leave the drawers if they work well, or remove and place shelves on the drawer supports. Cover the outside with vertical bamboo or bamboo or grass roll up shades. Create a new table top of plywood that overhangs the sides and front. Cover the plywood with nauitical maps, preferrably from the south seas, and cover with a piece of tempered glass. Clamp the glass in place, or set within short lengths of aluminum 'L's to keep it from sliding.
