Census is not a sin. Census is necessary to know how much of a resource is needed to keep everyone fed, warmed, etc.
Saul sinned when he performed a sacrifice himself instead of waiting for the priest to arrive.
David sinned when he lusted after another man's wife. He sent the man to the front line to die and married the widow.

I know David numbered the people, but I can not look up right now if Saul did also, it is not comming to mind.

Numbering the people was not the problem with God, but they were to take a offering to God (of 1/2 shekel of silver per person I believe).

Are you referring to Saul, the King before David? Or are you confusing David with Saul because it was David who took the census?
