Tax is based on money earned not money received. Tax is deducted before everything else is, regardless of the individual's financial needs. Uncle Sam always takes precedence over any civil liability the individual may owe. Yeah it sucks for the payee but that is the way the IRS has always done business.

I think before, but if you are doing payroll and don't know the answer to this question, you need to either go back to school or look for another job. If you do it wrong and the person is audited, even though it was your fault, they could end up in jail and with some serious fines. You need to find out from a tax professional and then take a payroll class.

Child support is not pre-tax. You take the child support from the net pay, after all deductions.
