He is marking his territory. Had a friend that had his problem. First off is the dog fixed?? Neutering may help. If he is peeing on your chair legs you will have to get firm. Pick him up mid stream and throw him outside with a stern NO. If you are going to smack him with a newspaper (never use your hand) it will also have to be during the act. A dog does not know or remember why they are being disciplined after the fact. You are going to have to be stern, it will be hard to break . Also dogs hate the smell of vinegar. Spray straight clear vinegar around the areas that he prefers to pee, he will not do it there again.

Keep an eye on him and take him outside BEFORE he starts to pee. Reward him profusely for doing his biz outside. If you catch him midstream don't yell or frighten him.Redirect him outside immediately. You'll also need to clean the kitchen thoroughly of all scent so he won't think that's his area to go in. Good luck!

Try a belly band. It's a fabric band with an absorbent pad that catches the urine when he tries to lift his leg on something. It will keep him from being able to pee in the house, plus the sensation of wetting himself should discourage the habit. You can buy them online, in pet stores, or you can make one yourself. Be sure to change it regularly to keep him from getting an infection.

When dogs wet in one place, they always
return to the same place again. Keep a watch
on him and when you see him going to the
kitchen, get him into the yard, and always take him
back to the same place over and over again.

If he is not neutered already, you should do it. Not only might that help him from lifting his leg and marking his territory as often, it has health benefits as well.
You should clean the area he has marked. Are there other males in the home that also mark and are uneutered?
