The purpose was to keep us out of wars, by declaring that it is not up to us to interfere between countries in the Americas and their parent countries in Europe. It also made the statement that European countries should butt out of American business, which put it somewhat on the side of the Americas while declaring we would be neutral in a fight. So I suppose it has been confusing people ever since it was promulgated.
