We bought our home last year and never really noticed that they had painted over wallpaper and border until just recently. Now, the problem being is you can really see the seams and it looks like they put at least two coats of paint on. So my question is, is there any way to get rid of the seams? How and are we in over our heads??

You should really scrape it all off, with one of those large scrapers, it schould come off easily since it is already showing seams, then you can paint it the way you like and it will last. Otherwise it will get worse and worse. Good luck!

You will have to remove the wallpaper. If you add 1/4 bottle brown vinegar to hot water and heavily douse the wall the paper strips off really easily. Small sections at a time is the way to go. Good luck and happy stripping.

You need to remove the wallpaper and repaint...sorry its messy and hard but eventually it will peel and you will have a mess!

go rent a wallpaper steamer with the big wand.
use it with a scraper

If you want it to look good scrape it all off,and start from scratch.
you will get a better finish in the end.
