Reactive is when you respond to a crime that has already occurred . Proactive is when you patrol and prevent the crime from being committed..........

Reactive is; The Police are acting after an incident has already happened, an action following an action. Proactive is; In a high crime area, the police will use omni-presence, meaning that they will use their known presence to help reduce crime in that area. Both of these terms actually work together as a tool for Law Enforcement to prevent crime. Police Community Relations or (PCR) is used as a proactive measure to prevent crime and solve cases in which the Police will work with public assistance and also gain their trust and to eliminate the BAD COP SYNDROME that is so prevalent in today's society. The public can be proactive as well by forming a Neighborhood Watch Program in their area.

Reactive patrol meand handling crime after it had occured. Proactive Patrol means to look for criminal activity which are in the making before the criminal has a chance to commit the crime.

Since this is your assignment, NOT MINE, I will let you thoroughly define this question. Reactive is when the police respond in some manner to crimes that have already been committed. Proactive is when the police set up programs that deter people from doing things that lead to trouble.

Reactive is after the fact, put the fire out stuff.
Pro-active is preventing the crime before it happens.
