You've already have the pup, so not gonna bash ya for something an idiot breeder did (allowed a pup to leave so young).
Yes, goats milk is a good choice.
Mix 1/4 c goats milk wit 1/4 c water. Warm in microwave, and pour over 1/2 c puppy kibble. Let it sit until most or all of the liquid has been absorbed. Mash the food slightly with a fork so the pup can pretty much lap it up. If it seems he is having trouble lapping it up, add a splash of the goats milk.
After a few days, don't mash it. He'll learn to chew it a little. After a week, decrease the liquid a little at a time until you can feed him kibble that is just floating in goats milk & water. (7 1/2 wks).

5 weeks is a bit young to be adotped away from its Mother and siblings. A dog this small doesn't eat much to begin with. The pup is probably a bit streesed being rehomed. Give it time and it will start to eat. Call the breeder and find out what the pup is used to eating and start from there. A pup this young will need to eat 4 times a day at least. Good luck

This puppy is way too young to be away from the litter. Puppies need to stay with mom and litter until at least 8 weeks of age.
Add a little water to the puppy food you are feeding to soften it up a little. Over the next few weeks, gradually reduce the amount of water you are adding until you no longer need it and puppy is able to eat the hard food.

Go and talk to the vet!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
At Petco & Petsmart I saw that they have stuff for newborn dogs...looked like a milk supplement to me. I never paid attention because I don't have a young dog. You just need do so something immediately and get informed how to handle such a tiny newborn dog. It's not a toy!
5 weeks is way too young for your dog to be seperated from its Mom.
Where did you get that dog? This breeder if you can call it a breeder should be punished.

she should still be with her mother at 5 weeks old and having mothers milk.
i hope there is a genuine reason why you have her so young, like her mother has died so they are being hand reared but if that was the case the breeder should have given you all the information regarding what milk to be feeding it on.

i got my Pomeranian at 4 and 1/2 weeks, i know that at that age they can be rather picky since they are still used to mom's milk... try giving your puppy moist food, like eukanuba puppy food, or Holistic brand like Fromm Farm or Eagle Pack always works.... if the puppy still gives you a hard time try giving it some cottage cheese... also if the puppy wont take any of that food you can try a puppy formula that's close to the milk that they drink from their mom called Esbilac Liquid by Pet Ag (you can get it at petsmart)... it's a Liquid mild replacer for young puppies. (like yours) Contains soy-free protein from four high-quality protein sources... let me know if this works for you... it worked for me my pom is healthy and happy and he's 1 now :)
thanks and take care

sounds like acid reflux illness. verify he's sitting UP once you feed him. do not permit him recline lower back in any respect, and save him sitting up for forty 5 minutes after each feeding. you will possibly desire to try this. definitely reflux gets worse and harder to handle in case you do not cope with it now. additionally, in no way ever permit your infant lay flat on his lower back. permit him sleep in a bouncer seat in case you would be unable to place the crib up at an perspective. additionally, verify alongside with your rfile, yet you will might desire to function rice cereal to the formulation. in no way put in better than 1T consistent with each 2oz arranged formulation.
