Most phones these days use a modular connector and plug into the wall. Just unplug the phone when you don't want it to work. Plug it back in when you want it to work.

It should be possible to route your telephone line through a time switch so that it is totally disconnected at certain times. Of course, nobody will be able to contact you at these times, even in an emergency. Do you really want that ?

Or if you want people to stop calling you, get a FAX machine and let it answer at night (turn the ringer off). After they listen to your FAX tones enough, they'll stop calling.
