Main switches have big levers particularly higher rated ones.
.In emergencies,to cut off power it is easy to pull down with our weight.
Other switches usually for a single lamp or small loads are easy to operate both ways.

Not all other switches are made to turn on when you pull then up.all 3 way and 4 way switches it doesnt matter which way you switch it just depends witch way the other switch position is.And as for the main switch its just easyier to mount the working mecanisms that operate the contacts to turn it on.

I have seen main switches that you push up to turn on, or push side ways. There are many ways to design electrical switches. Some you pump up, with Air, then push a pushbutton to energize the circuit.
