Every system has been designed and made according to its requirement. Licking of elbow is never required. Therefore our bones and joints are never developed to do many things. Apart from parts of our head we can not lick our back bone, our bottom and lot many others - simply because we never need to do them. Now if for some particular needs we start trying to lick our elbow for 100 generations in future some time human will be able to do that too.

It's very simple. If everyone could lick their own elbows then nobody would ever leave their houses. People would stop going to work or school, crops would go unharvested, no one would be out spending money, economies would collapse ... basically the world would cease to function. Most alarming would be the immediate drop to 0 in birthrates around the world, putting in motion our own eventual extinction. Inability to lick our elbows is the building block to social interaction. We go out into the world, work our jobs, try to live productive lives, spend our money as we see fit and find a mate to grow old with. Love your spouses! You know you've all said it "Lick my elbows baby!" And she does it because if she doesn't it wouldn't ever get licked. Thats life and I wouldn't have it any other way. You ask "Why can't we lick our elbows?" I ask of you "Why do you want our world to end?"

Because our bone structure is designed in a way that prohibits elbow licking, plus licking ones elbow has no health benefits.
