It's 13, not 16. I got it done when I was 13 and I live in Florida and that was only a few years ago.

Usually the youngest generally is 14-16 in order to get it done with parents permission. However, not only does the state have laws about it, but the individual shop can set up its own rules and whether or not they'll even touch a minor.
Best thing for you to do is to call around to a few shops and ask what policies they follow on age restrictions.

Most shops have a policy to not Pierce someone under 16 in Florida even with parental consent. These are the kinds of shops you'd want to go to as they have policies for safety and sanitation, vs. shops that'll do anything to anyone willing to pay, you're likely to get some nasty diseases.

Statute 381.0075
Regulation of body-piercing salons.--
(7) MINORS.--A person may not perform body piercing on a minor without the written notarized consent of the minor's parent or legal guardian, and an establishment may not perform body piercing on a minor under the age of 16 unless the minor is accompanied by a parent or legal guardian.
However, in all seriousness you shouldn't get pierced any younger than 16 because your body is still developing and if you grow, your body could reject the piercing and push it out of your body like a splinter.
