Is something wrong with him - I don't know. Your best bet is to have him examined by a vet. I have a ten month old Shih Tzu puppy and she did not have any crusty stuff on her tail or anywhere else on her body for that matter.

I have 2 shih-tzu and neither of them have ever had this condition any were on their bodies.
If you have a helpful and kind vet you may be able to just phone and ask for advice, you could also try cleaning it with cotton wool and warm salt water (taste it before using it, it should taste like tears).
But my over all advice would be to seek advice from a vet.
Hope all goes well.

Is it just his tail? My Shih Tzu's tail at the end is quite rough, I wouldn't say it is crusty but quite rough, and it is black as well so maybe it's just that.

It's probably from him bitting his tail. This could indicate stress, anxiety or skin allergies. Please go take him to see a vet.
