I don't understand what you are trying to say. People without crminal records file police reports all of the time. If you mean filing a false report then it probably won't make any different if you have a previous record or not. If you are filing a false report to make an insurance claim you will soon get a crimianl record. If you are filing a false report to get someone else in trouble, jail time could certainly be a possibility as well as a civil suit. I don't think we can be sure what you are asking here.

There is no problem with filing a police report that is how police know if there has been a crime. But if your question is about filing a false report, then you better get ready because you committed the crime. Depending on what state you live in, you can be fined and possible jail time.

it is not illegal to file a report so i am assuming you mean filing a false report. the maximum penalty is 6 months. its a stupid charge. i dont believe you will get any time even if you had a record. my first charge as an adult was filing a false report . i got probation.
