My 17 year old son will be traveling to Germany (from the US) in June. He lost his ss card. Will a birth certificate be enough id to issue a passport?

A birth certificate and a photo id should be fine. I would suggest that before you go to apply of the passport at your local post office, that you visit the USPS website http://www.usps.com/ they have all of the information needed as well as you can print out the forms prior to going to apply.
