i have had the same problems my hips and butt and thighs are soo big!! and im short! so it looks bad on me-- anyways about a mth or 2 ago i joined the gym.. but because of my work i only go 2 times a week and i have been doing really fast walking not running! on the treadmill and I have been told that my hips n thighs look slimer! so i think its working!! just 2 times a week!! just walk really fast and put the decline really high around 10 or so-- and oh yeah eat right! try to limit carbs

As a couple people mentioned on here, you can not lose fat in a specific area, by doing more work on that area. This is a very common misconception. There are two major factors that determine where a person loses weight from, and where they store more fat, genetics, and gender. Women tend to store more fat in there hips and thighs, and men tend to store it in their abdominal region. The good news for you ladies out there is a little bit of thigh fat is actually healthy since it absorbs fat from the blood. Belly fat on the other hand is dangerous and what causes the most health problems. If you want to lose weight in your thighs, you are just going to have to lose weight period. It will come off your thighs too, but probably not first. Stick to a solid exercise plan, eat healthyand whole foods, and stick with it. If you want more diet advice ill leave a few websites below. On the point of gaining muscle in your legs, the only way i can see that happening with your training schedule is if you are running a lot of hills, doing a lot of heaving leg exercises (heavy squats, heavy leg ext. etc.). If you stick to lower weights higher reps, you will be ok. you will get stronger and more toned legs, but you wont build a whole lot of bulk. good luck (sorry for the bad news about spot training)

Keep doing your cardio. You need to do at least 45-60 mins 3 times a week. You will eventually start slimming down, depending on if your carrying a lot of fat on your thighs or muscle will depend on how slim you get.

swap out brown rice or quinoa yes even the new super food which both add up to about 220 calories per cup for cauliflower or roasted peppers that are only about 30 calories per cup
