If I didn't have a freezer, then I'd stock up on dried foods - pasta, rice, meat jerky - unseasoned - so I can rehydrate them. Canned and dried fruits and veggies. If space was limited, I'd dry everything. You can dry soups and sauces - just add water :).
If I had a freezer, then I'd stock up on meat, and save the cabinet space for the dried goods.
I always have meat in my freezer, a 10lb bag of rice, about 10lbs of assorted pastas, canned and frozen veggies, and lots of sauce, both canned and frozen.
AND, I still never have anything "good to eat" in my house!

Good foods to stock up on are soups in cans or dried soup mix (Lipton makes a few good ones), tuna in cans, crackers, canned or dried fruit, nuts, canned veggies, water, dry beans, potatoes, condensed/evaporated milks, and onions. Not necessarily in this particular order! (lol) Also different broths can come in handy. You can buy broth in a can or boxed at the supermarket.

Not only cans but things like pasta, box macaroni and cheese, soups are good, canned pototoes, lots of canned vegetables, powdered milk, I don't really like it but it is good to have , boxed mashed potatoes, always have EVVO (extra virgin olive oil) because if all else fails at least you can give pasta some taste with EVVO. Salt and Pepper always, crushed red peppers. Individual bags of coffee and tea bags, powdered creamer. Seems like the list can go on but hopefully you get where I am going with this

I keep lots of stocks (chicken, beef, vegetable) cream soups (mushroom, chicken, potato, broccoli. celery) onion soup mix dry rice and beans, assorted cheeses, sauce and gravy mixes, patas and noodles, canned tomatoes and tomato sauces and paste. I always have several bags of various frozen vegetable combinations, and boneless skinless chic breasts, sirloin, pork chops, and 1 pound packages of hamburger. This way you can always throw something together!

Fruits, Vegetables, meats (all canned or dehydrated), salt, sugar, wheat (in airtight containers), lots of water with a little bleach,(5 drops per gallon) ,soups are good, too. Yeast (to bake your own bread)also in airtight container, a first aid kit, blankets, etc.

personlly i keep a good supply of canned veggies on hand. beans, corn, tomatos, and the like. any are great as a handy side dish plus you can use any combo in awesome home-made soups.
