Have you tried getting him a seat that fits over the normal toilet seat?
None of my children have been comfortable with the potty, all have gone straight to the toilet with the help of a padded child seat, and a small step, the seat is comfortable, and if introduced early enough bypasses the stage where they seem afraid of the height/depth of the toilet.
I am currently training my youngest, and she has peed consistently on the toilet, but refuses the potty.

In the US they don't start potty training until they are closer to three years old. When I was in India for Christmas my mother in law had my son (then 10 months) potty trained in a matter weeks. Well, nearly. She put him in big boy pants and took him outside to the potty after naps and when he looked like he was gonna go.
If he went in the house no big deal. She'd just wash the floor and the linens if he was on a bed or in his "swing" (the sari that hangs from the ceiling). Then again, they didn't have a western toilet so there was no potty to sit on...
If he wears disposables it will take more time to get him used to going on a potty. And, it's best when they can understand what a potty is and can tell you when they need to go. If they don't have that capabilities it takes a lot of time and patience. And, can't be done when wearing disposables.

I agree with several of the other responses, not being able to get a 16-month-old to sit on a potty is nothing to worry about. For my daughter, I started potty training her at two, and by the age of three she had pretty much perfected it.
Re: the response about boys not having to sit down, I don't have any sons, but several friends who do had their sons learn how to sit down on the potty between the ages of two and three, and stand up to wee by three to four.
Each child is different, and it is a good idea to take cues from them as to whether or not they are ready.

I would give it some time. 16 months is pretty young. Statistics show boys are slower at potty training than girls. Boys usually aren't potty trained until around 3 years old

For a boy I think this is too young to potty train. Boys take longer with these kind of things. He just isnt ready for it if you are having such a problem with training him. I would say at least 2 years old. I would also agree with above that going straight to the toilet is easier. Try to encourage him going and reward him with a small piece of candy or sticker or something like that, but dont push it. if you do he may not feel comfortable and wait even longer until he is ready.

Personally I think it is too young to think that you are going to "potty train" him, I think that you can introduce it to him, but I wouldnt expect anything for quite awhile.I wouldnt really start until he was 2 and even then it might take quite a few months. I have 2 girls and one boy and it was MUCH easier to potty train the girls (just from my experience). Just be patient and take your time... kids grow up WAY too fast. Oh, and Hershey Kisses work GREAT as a reward for going potty! :)

i just started to try and train my 22 month old. when i want him to go potty he wont but then there are times he'll just run upstairs on his own and go and i don't know until i use the bathroom and see that he's gone. i would try to get him to sit on the potty though. if you have a little potty just bring him in there when you go and have him sit down to get used to it. and then move from there.

He'll let you know when he's ready. Don't push him. Most kids aren't potty trained until they are almost 3 you have plenty of time.

He's too young. You don't start until they show interest. Dr's don't recommend starting until the at least the age of 2 because they often do not have bladder control before that.
