It's going to take some time for Microsoft to fix all the problems in VISTA. Meanwhile if you want a reliable up to date operating system get UBUNTU. You can dual boot it with your current Windows OS. It's FREE!!! and all the programs are also FREE!!!

From personal experience - Wait to buy it. It's just come out and software developers are still developing software, patches, drivers etc. for it. It's way too new to be of any use right now. Wait at least six months before you get it. Windows users tend to find vista annoying, Mac users tend to find it likable. Check one out at your local Best Buy.

Two of my associated beta tested it and didn't like it. One said it's merely an "add on" to XP that slows your computer and does weird things to some software, like IE7. They both said it has a lot of overhead, runs slow and is buggy.

No, i don't think it has some difference except larger library of viruses and spyware which hijack your PC. If you are upgrading, i recommend upgrading to Mac OS X.
