There really isn't a way, but believe me even the most submissive dog can kick some butt. My Golden Retriever is very submissive - automatically rolls over for other dogs. She was once attacked at the dog park WHILE she was showing her belly. She tore that dog apart!! Any dog pushed to far will defend itself. Dogs are hard wired to survive at ANY cost!
You just need to be a confident Alpha. The dog will look to you for guidance in an emergency but the dog WILL defend itself and you when necessary.

Some dogs are dominant, and some are not. It sounds like your dog is of a submissive nature - which is fine as he will make a good pet.
Keep him away from aggressive dogs! If the owners of the aggressive dogs can't stop them from attacking your dog, then just keep him away from them.
You don't want to encourage your dog to be aggressive.

take your dog around as many nice dogs as possible, and make sure he is obedience trained that will build his confidence, and a confident dog will not be attacked out of the blue, dogs attack dogs who are fearful, not submissive, you need to ease his fear

teach him kung fu fighting and maybe that will teach the others to stay away from him.But we dont want every dog to stay away from him cus he has to have friends too! High ah!!!
