As everyone has said outside, but dont limit it to a park. Not all paintings are of ponds, trees and flowers. Think outside of the box. It all depends on what you "feel" like painting. If you are not self conscious try painting on a slower side walk, paint the front of a cafe. Sit under a white city sidewalk light and paint the night lights in the city, the high lites of colors that reflect on to the buildings. But there are always the usual answers, parks, flowers, fields if you have a car. Any outdoor public place would work.

You mean as in instead of using the appartment as your studio?
Have you considered looking for shared studio spaces? In the UK there is something called WASPS which, well, which is affordable studio space for artists/designers/craftspersons in Scotland.
Neat in that it is very much cheaper than renting or buying a space for yourself. Besides- it gives you a brilliant opportunity to meet like minded folk!
Outdoors painting is grand IF the weather is right. If you are into painting nature as opposed to still life then I would say you are not looking for a "substitute" to your home space but somewhere with ideas and stuff TO paint?
I love the zoo, the botanics (came to mind first- glass houses at this time of year are great! Nice and WARM) and town squares. Of course- you do need permission for most of these but these are easily sought and usually granted.
Museums...
Parks...
I can see the possibility of you painting people! Parks and public gardens with ponds and the like!
And of course I am fortunate- I live in Scotland and have access to some pretty IMPRESSIVE nature. Glencoe being one of the places I adore.
And hey- if you live on one of those romantic streets like in NY just go out the DOOR! Trees, dogs, passersby, fruit stalls, taxis, a broken paving stone...
Stack your (oil) paintings in one of the apartment rooms you do not need to heat too much and where you can afford to open the window. Keep the door(s) to other rooms closed to prevent the fumes from travelling. And WELL away from the bedroom!

Try acrylics...it may be an investment for new supplies but it would avoid the smell, be easy to use in the field (water instead of solvents) and allow you to paint indoors as well as out. If you prefer oils, try the water-based oils and that would reduce the smell to almost nil.

Have you tried the park, or a hill, by the water. Have thought of the roof of your building, if there is access.
