they suggest the Heimlich manuever first.. that works really good.

the old Red Cross thing was "throw, row, go.." meaning first throw them a rope or flotation device, then go out in a boat if available, then as a last resort go in yourself if youre capable and trained.

consider the options of fishing them out. if there is a risk that you cannot do it, seek help of other people. once the person is out, perform CPR. depts.washington.edu/learncpr/quickcpr.html - demonstrates the relevant steps required.
