I believe it is a program where amateur brewers submit their concoctions to Sam Adams and periodically a recipe is picked
as sufficiently fine and unique that Sam Adams brews it commercially for a short period of time, rewarding and publicizing the winner.
If you cannot find entry information in an advertisement or on the net just email or call the brewery offices in Boston and inquire.

I've done searches with several search engines on the web and got no hits. It's probably not known as the "Sam Adams Brewing Challenge" If you can figure out what it's called use google search and you'll find it.
