A number of wicks held as a single bundle is just as good as one wick. Individual wicks separated out held individually in a single holder or multiple holders signify the same.
one single lamp alone is generally not in order for use , except in extraordinary situations

One should be fine for both of them, I think it really depends on what you want. Most villakkus have 5 points where you could theoretically light 5 wicks on both villakku, so it's really your call how many you want lit for each one.
Perhaps for holidays you could light more, day to day worship one should be fine.

The significance of lighting lamp is different. Do not bother whether you burn one or more vilakkus.
When we lit the lamp darkness is removed. This signifies our prayer to the God to remove the darkness of ignorance in our minds by lighting a lamp of knowledge and wisdom.Our ancient Rishis said "TAMASOMA JYOTIRGAMAYA" Tamas is darkness and Jyoti is light.
The vilakku burns and becomes ash. We will also get burnt over time and reduce to nothing. The oil gets totally evaporated and we do not know where it has gone. All things acquired by us thinking as precious will get evaporated like oil in the lamp.
If one knows the significance, he is not bothered about number of vilakkus to be lit. There are always people to create confusion.
The lamp also conveys that how it burns himself to provide light to others, one has to struggle to help others.
