Spring-loaded dimpled-jaw split-shot crimper/plier is the correct name for the tool you describe.

There are 3 different tools I can think of that you may be talking about: 1) crimpers (2) pliers (3) split ring pliers

I would advise against using crimpers or pliers as too much force in closing the shot can severly damage the line. You don't want that whilst playing a big 'un.
I just use my finger and thumb, if you buy some decent quality soft shot, that's all that is required.

a pair of needle nose pliers is the most commonly used and what i use...a good multi-tool will have needle nose built into it as well as many other useful tools not only for anglers but can also be used around the house and for various other needs.

Pliers. Use the removable split shot, they're alot easier to change if you add too much weight.

I use them for adding/subtracting shot, and removing hooks.
