I wouldn't worry about educational CD's too much, unless she's not learning anything from them. The rule in our house is that our kids have to earn their "electronic media entertainment time" (TV, video games, etc) with chores, good behavior, and good grades...however, anything that is educational, they get for free. To this day, our 13-year-old hates cartoon network, but will willingly watch any science show on PBS.
(It also helps if mom and dad participate in the educational tv, too.)

I don't think a 16 month old should be watching any TV. My children did not watch any TV until they were at least 3 years old, and I think that it has been a good thing for them. Now, they are allowed to watch no more than 1 hour per day, and only 30 minutes max. on the computer, unless they have a school project and are looking up info. I just think that children under 3 years old have so much curiousity about things and life in general, and they should be exposed to everyday things like playing outside, using their imagination to play dolls, etc... They have the rest of their life to watch tv. From an educator's standpoint, I was a teacher for 8 years, and I could pick out the children right off, who watched a lot of TV, because the minute I showed a video that went along with the lesson I was teaching, they became like zombies! Also, those were the children that had a really hard time focusing and doing something that was non-media stimulating. They were so used to video games, TV, computer, etc.. that it was almost like they didn't know how to learn any other way!

I know how hard it is to not have your kids watch TV. I let my daughter watch about an hour a day at that age. Studies show that watching too much TV before the age of 2 might actually make your child more susceptible to ADD or ADHD. I would ask your Dr. or check out this website http://motnekids.org/ Keeping kids healthy they have done studies on this subject and would have more info for you.

my son is like that too, he used to love Baby Einstein he's now 22 months old and still likes it but he's learning from it so i don't have a problem letting him watch it. the cartoons like on disney he has a few favs and then just gets bored - so i think if you let her watch her fav. shows as long as they are actually teaching her something you should be fine. i also watch a younger boy and his mom came to pick him up one day and he was acting up (like always) and she's like i blame it on the inappropriate tv sorry he's so crazy. so keep it educational and you shouldnt have a problem.

My kids used to watch t.v. all of the time and it never hurt them. My daughter just graduated with highest honors from college and my son is an excellent student too.

I don't know if I get your question but here is my answer. It depends on how long it interests her. If you don't want her watching it, try and find something she will like better for her to do.
