In my opinion the new hard drive models to me seem the best buy. No costly tapes to buy! Long recording times, editing in camera reasonable price. No contest with tape. I myself have one of the Cannon models, and am very pleased after owning a DV tape type for many years It gave me very good service but time to move on. I hope this will be of help.

I'll add a dissenting voice. Mini DVD and hard drive camcorders are ok if you only want to do very minimal editing. If you want to produce something that people will watch more than once I think tape's still the way to go. There are some good cameras in your price range.

And fwiw, tapes aren't that expensive and you can reuse them.
