This is the first half of the mahamantra, widely propagated by the International Society for Krishna Consiousness (ISKON). This mantra is ideal in the kali yug for God Realization. This mantra has been validated even in the Vedas and other ancient indian spiritual texts. The full mantra is the following:
Hare Krishna Hare Krishna Krishna Krishna Hare Hare,
Hare Rama Hare Rama Rama Rama Hare Hare.

The earliest mention of the mantra is in the Kali-Santaran-Upanishad, a portion of the Ayurveda. The ancient sages declare that chanting this mantra is the way to eternal bliss in the difficult age of Kali.

It is believed that chanting the mantra three crore times ensures liberation.

There are two popular perspectives on the meaning of the mantra

a) That the mantra is a string of three Divine Names of God
(Hari, Rama, Krishna) uttered sixteen times. These three Names have their further specific meanings. Hari is the One Who dissolves all fear, pain and sin. Rama is Supreme Bliss also alternately the One who appeared as the Son of Dashratha.
Krishna is All attractive, the Highest Power of Attraction (which only the Supreme Spirit can have) as also the Dark Hued One.

b) The second philosophy is that propagated by the Gaudiya Vaishnavas (followers of Sri Chaitanya Mahaprabhu) Although ISKCON has widely spread the mantra it is not the organisation's exclusive domain. They believe that as Hari is the Father (Krishna) so Haraa is the Mother (Radhaa) and thus we invoke the Divine Mother who is the Eternal Consort of The Master of the Universe to help us engage in devotional service to God.

The mantra is chanted preferably on a tulasi beads string like most Vaishnava mantras. However one can do mental repetition in any state.

Hare Krishna Hare Krishna
Krishna Krishna Hare Hare
Hare Rama Hare Rama
Rama Rama Hare Hare.

It is to be noted that the above Hare krishna Mahamantra is not the invention of the founder of ISKCON. If any mantra is invented it looses its potency. The mantra is mentioned in the Vedas, particularly in the kalisantarana Upanisad, a discussion by Brahma and Narada. The same mantra is passed down through th chain of disciplic succession by guru and disciple and Prabhupada thus received it from his guru.

Following is an excerpt from, " Krishna Consciousness—the Yoga for the Modern Age", by A.C.Bhaktivedanta Swami Prabhupada, founder of ISKCON(International Society for Krishna Consciousness).
The word Hara is the form of addressing the energy of the Lord, and the words Krishna and Rama are forms of addressing the Lord Himself. Both Krishna and Rama mean "the supreme pleasure," and Hara is the supreme pleasure energy of the Lord, changed to Hare in the vocative. The supreme pleasure energy of the Lord helps us to reach the Lord.

The material energy, called maya, is also one of the multienergies of the Lord. And we, the living entities, are also the energy, marginal energy, of the Lord. The living entities are described as superior to material energy. When the superior energy is in contact with the inferior energy, an incompatible situation arises; but when the superior marginal energy is in contact with the superior energy, Hara, it is established in its happy, normal condition.

These three words, namely Hare, Krishna, and Rama, are the transcendental seeds of the maha-mantra. The chanting is a spiritual call for the Lord and His energy, to give protection to the conditioned soul. This chanting is exactly like the genuine cry of a child for its mother's presence. Mother Hara helps the devotee achieve the Lord Father's grace, and the Lord reveals Himself to the devotee who chants this mantra sincerely.

No other means of spiritual realization is as effective in this age of quarrel and hypocrisy as the chanting of the maha-mantra: Hare Krishna, Hare Krishna, Krishna Krishna, Hare Hare/ Hare Rama, Hare Rama, Rama Rama, Hare Hare.

The word hare comes from the word Hari......one who removes sorrow.
So this is the Hare Rama hare Krishna mantra remembering Shri Krishna in the form of God.
But all religions will not accept Shri Krishna as God because God is the Father of all souls...He is Light...Might.........Love.

The sound of Hare Krsna, Hare Krsna, Krsna Krsna, Hare Hare. Hare Rama, Hare Rama, Rama Rama, Hare Hare, is the sound representation of the Supreme Lord. The sarvam khalv idam brahma. The whole thing, either material or spiritual, whatever we have got experience, nothing is separated from the Supreme Absolute Truth. Nothing is separated. Everything has emanated from the Absolute Truth. (aside:) Come on. Sit down. But just like... The example... Just like earth. Earth, then from earth, you have got wood, fuel. From fuel, when you get fire, first of all there is smoke. Then, after smoke, there is fire. And the fire, from fire, you can take work. Now, beginning from earth, from earth there is wood; from wood there is smoke; from smoke there is fire. There is a link between the fire and the earth. But the work of the fire, the benefit of the fire, can be had at the last stage, when there is real ignition of fire. Similarly, there is link. The whole material cosmic situation, manifestation, what we see, it is just like the smoke. The fire is behind it. That is spiritual sky. But still, in the smoke, you can feel some heat also. So similarly, this sound vibration of the spiritual world is here so that even in this material world, where there is a scarcity of that spiritual fire, we can appreciate, we can feel, the warmth of that fire. Love to All -Hare Krshna - Hari Bol-

It's part of the Maha Mantra, considered to be a way to reach the Divine if chanted several times daily. ISKCON, most notably, has encouraged use of the mantra though the mantra has its roots in the Vedas.

It's a great way to help concentrate when meditating, because saying God's name over and over makes you only focus on Him.
