dehydrated is when the water is removed and you need to add water to use it - to free (fruit, vegetables, etc.) from moisture for preservation
reconstituted is a term for when the water is added again - to return (a dehydrated or concentrated food) to the liquid state by adding water: to reconstitute a bouillon cube with hot water.
