It's for people who are legal immigrants and want to stay in the USA. Russians (for some reason) aren't allowed to enter the lottery. Green cards are given out randomly to entrants.
It seems rather funny to have this legal means for staying when so many just ignore our immigration laws anyway.

The best info you can get is from www.uscis.gov, just click/search green card lottery. Don`t trust any other info you find online, because it`s all bogus... The site that i am forwarding is official government site! Good luck.

Nora is right, and only pay official fee's, don't let nobody take you for a ride.
I got my card in the lottery in 1993, it works.
