Perm: You either suit or REALLY dont!
If your willing to take the risk, then go for it!
Layers: Everyone suits, there a lot funner, you can get them short, get lots, some short some long, perms will last longer and believe me, you'll have a lotta hair problems with a perm!
This is coming from a hair expert...go for layers!

Layers - if you are lucky enough to have curly hair then surely you wont need a perm.

if your hair is really curly dont do layers as it will become frizzy and might look like a mushroom on top of your head if you cut it really short. If your hair is managably curly then get soft layers and maybe a side fringe(if ur prepared to straighten). Otherwise i would just trim it as curly hair is very beautiful in its natural form, just choose a length that suits you.

IF YOU ALREADY HAVE CURLY HAIR I WOULD GO WITH THE LAYERS, AS PERMS TEND TO DRY OUT YOUR HAIR.
