Love can be shown in small ways which if done properly can be very effective.
Be patient and don`t try too hard to show that you love him.
Take your time, these things should be meaningful.
I suggest you appreciate the little things that he does for you.
Be there for him when he needs you.This is a very effective way of expressing your love for him.
Pay attention to his likes and dislikes and support him in front of others.
Understand What he expects from this Relationship.

make him a mix cd, with all love songs, and tell him to listen to the wordz. And that each song represents something.

There are a few things in life that we find very hard to say for example: "thank you", "I'm sorry" and "I love you" but in truth these words are only hard to say when you don't feel them or afraid to confront your feelings.
Just say it! I love you! I tell my boyfriend that I love him all the time and he answers back more than once. Its easy if you feel it then shout it or simply just say it.

just tell him. depends on how long yall have been dating. but of course say it only if you mean it, dont be offended if he doesn't say it, or he may say it just because you did. so be sure and ask him if he feels the same way and not say it just to say it. good luck to you and him
