"Cutesy" is the girl in the novel trying to pump up the "adorable factor" to an all-time high, while "shucksy" is refering to the slang term, "shucks," many times used with the understanding that one is disappointed, shy, or just plain southern! It's used much like a delicate expletive. In the text, the inference is that this girl is "over-doing" it, if you will.
