Instead of just saying he loves me right when he realizes he does...he say it under his breath when I'm talking or when I've got the phone away from my ear.I always THINK I hear it but am never sure.He admits doing this later after telling me aloud"I love you"(months later) . Why do this?..Do alot of guys do this??

No.. not all guys do this.. but i will tell you this.. They are afraid that you might not welcome that strong, meaningful word, and are afraid of freaking you out. Could be they are shy, or not so sure if they are ready to say it.. but their hearts are saying it outloud for them. IT is a tricky way for us girls to interpret that, but i guess they are just as much afraid as we girls are.

The only reasons I can think of for this is , someone is near the phone ,and he does not want them to hear him say those words into the phone, it could be his friends who will make fun of him for saying that or it could be another girl in the picture, or in a rare case he could be shy while talking on the phone ???????

A lot of guys do strange things when it comes to saying those three little words. Get him around a bunch of people and tell him you love him right out of the blue. If he doesn't say it back to you out loud then something is going on and you need to find out what.
