thats because of loop holes in the law and also the human rights people who sleep when innocent people are killed but wake up to save the culprits.
even afzal is not being hanged and who was there to speak for him was medha patkar.who says " faasi bahut jyaada hai janma thep is ok "
doesnt matter even if he has killed our soldiers. and mr balasaheb thakaray he objected to our president's move of keeping mum is being critizised. terrorist are arrested so that theier collegues can hijack another plane and repeat the kandahar episode.

Human rights organizations make it very hard for countries when it comes to death sentences whether for terrorists or non-terrorists....
... besides sometimes innocent people are convicted and sent to death...
... it is a very hard equation that needs to be tacjkled with extreme seriousness, professionalism and accuracy....

In India, the law is the supreme most authority which has all the powers..unless a person is convicted as a ciminal, no one has a right to punish him..law is same for all..
