You need to be a leader first of all. People don't get motivated by other followers. You also have to speak well, and you must know everything about everything on what you speak about.

As far as I know, there is no training required to be a motivational speaker. Many motivational speakers seem to be people who are notable either for having some horrible accident happen to them or for obtaining fame in some other field. Barring that, I think you could just work on your speaking skills, by taking speech classes for example, and start to build your clientele by trying to get speaking engagements.
