A few things I might suggest:
(1) focus on eating lots of fresh, organic, ripe, juicy fruits and veggies-- more than anything else that you eat. Cut out over-processed (canned, packaged, fastfood) stuff, dairy, sugars, coffee, cigarettes, alcohol, white wheat flour products.
(2)do something that you enjoy everyday for exercise.... walking is good. If you enjoy it, you will do it regularly.
(3)get checked out by your doctor if in a couple of weeks of eating properly you don't see changes in your shape.

Think about what your saying. If you increase your chest and ignore your stomach you'd have a disproportionate body. A protruding stomach with a lofty (perhaps good looking) chest.
For one unless you have a huge gut, you need to first analize your posture. Stand straight up and relax your abdominal, don't push your stomach out. Everyone can push there stomach out to some degree, and many can make it look like they have a larger stomach than chest.
If you intend to make a physical change I would recommend as others have said and lay off the junk. Consider altering your diet, and perhaps start a exercise routine. I would not recommend doing chest exercises only or again you will be disproportionate.

(8 years later, someone finally gives a proper answer .. ) You can target muscles but you can't target fat areas, so your sit-ups would indeed make your belly bigger. To decrease your gut size, lose fat weight, this is accomplished by consuming fewer calories than you are burning. To increase your chest size, perform chest exercises like push-ups. You might also work on your shoulders by doing shoulder exercises which may also affect your chest.

Reduce the quantity of food,start jogging 4 to 5km every morning(preferably from 4am to 6am),include more vegetables & fruits in your diet,avoid junk food & fries.Also avoid excessive sleeping.
A strict regimen of balanced diet & excercise will flatten your stomach and make it go behind the chest level.

One with a split in the top, sort of like a v-neck with flowy fabric that is fitted around the chest then flows away from the body.

Your eating low fat foods.
Try some high fat foods for a change and you might put weight on the higher bits.
