God cannot go against his will, if he did then there must have been some degree of repentance before judgement was passed. I would say that he goes against the judgement in its severity or all together when people pray and ask to be forgiven

you are trying to answer this question from the perspective or definition of God that you have.
Once you define who/what God is and can do then you can answer your own question.
But, if we cannot define ourselves?
See it this way, would a cat think you are not a human if you go against your will? how many times have you have to do things against your will? Is not going against your will a condition for being God? ... sounds pretty limiting to me, no?

If a person (or God) goes against their will, then it was no longer their will. Nobody decides to do something they don't want to do. Even when you have a gun pointed at your head and you're told to do something you wouldn't otherwise do, your will would be to survive and do whatever it took to continue living.

Your question is confusing. If God has decided something one way and doesn't do it that way, then is He still God? Umm, simply because He chooses to change His mind doesn't invalidate His identity or His existence. If you decide you like blue shirts and then buy all green shirts, do you cease to be you?
