Not sure about the Inland Empire. But I've frequently visited Anet's Braids in Los Angeles.

Prices start @ $150 for individuals, not sure about other types of braids. The owner (Anet), T and Theresa are excellent braiders.
Avoid the younger girls who are new, less experienced and slower than the older braiders.
