I think there are some things in my teeth that need a bit of a tweaking, therefore, I would like to get braces. However, my mother tells me that I must gain a lot of weight just because when one has braces, one can not eat as much of those junk food and you are deprived from eating a lot of things. Since I'm already very skinny, my mother says I need to gain weight.

I also want a flat stomach.

Now, if I do gain 20 pounds will I be able to lose stomach flab at the same time?

First of all, your mother needs to get her facts straight. Just because you have braces doesn't mean you can't enjoy the same foods you eat now. The first few days your mouth will be sore so eating will not be a comfortable thing, and of course you have to really make sure there is not food stuck in your braces.

If you are wanting to gain weight so as to add some meat to your bones, you can do it in a healthy way and not have to worry about stomach flab. But if you have the stomach flab, you can exercise and eat right to work that down and still add muscle mass which will increase your weight.

You don't need to gain weight to get braces. You will adjust to eating just like everyone with them has.
As far as gaining weight and losing fat, yes it is very possible. Muscle weighs more than fat and generally the exercises a person does to gain and tone muscle will help to lose fat. To many people pay attention to weight rather than size, if you are comfortable with your size then your weight shouldn't matter. I weigh 130lbs but I am the same size I was when I weighed 95lbs because I eat the right stuff, do yoga and some light weight training.
If you really are determined to gain weight, don't do it by eating a bunch of junk, this will hurt you more than help you. See a nutritionist, they can help you determine the best eating style for your age and your goals.
